Purely from the manageability of developing policy in sufficient detail, however, the coast has to be divided. This has been done in such a manner as to minimise the residual linkages between one section of the coast and the adjacent section, but also to ensure than in developing and discussing policy all major interactions across all themes are able to be considered. On this basis the following division set out in table 1 is made.
These so as not to be confused with the final policy units are called merely as matter of labelling and convenience "Policy Development Zones".
